I'm learning archery for fun and, possibly, less time hunting and am considering making my own arrows. please tell me the best passer length, circumference, weight, and type of wood to use.

There is no "best" size / length / girth / weight / etc when the wooden blocks available in most hardware stores, and if the blade is appropriate flexibility for the arc to be used, then it will be the "best" to glean that arc – no matter what kind of wood is or how long / strong / heavy / thick is -.
